ITU Plenipotentiary Conference 2026 (PP-26) Doha brings Member State representatives together to make decisions about the International Telecommunication Union’s policies, finances and leadership. The conference takes place every four years and serves as the ITU’s highest policy-making body.
What the conference decides
Its work combines policy decisions with planning and elections. Representatives set the Union’s general policies and adopt strategic and financial plans for the next four years. They also elect the senior management team, the Member States that serve on the Council, and members of the Radio Regulations Board.
These decisions shape how the ITU approaches the worldwide development of information and communication technologies. The focus is institutional governance, making the conference particularly relevant to those following international telecommunications policy and the organisation’s future direction.
Dates and participation
PP-26 is scheduled for 9–27 November 2026 at Doha Exhibition and Convention Center (DECC). The final meeting of the Council’s 2026 session takes place beforehand, on 7 November; this is separate from the conference dates.
Registration information is available through the ITU’s PP-26 registration page. The conference consists of representatives of ITU Member States.
